Targeted Zoning Amendment

Introduction

The City of Compton is preparing a targeted update to its Zoning Code as part of the City’s ongoing General Plan Update. The Zoning Code is the set of rules that guide how land can be used and how buildings can be designed and developed. By updating these rules, the City aims to modernize the “use tables” (which show what types of activities are allowed in each zone) and the “development standards” (such as height, setbacks, and parking). These changes will help make it easier for property owners, businesses, and developers to understand the requirements for new projects and move through the City’s approval process.

This is a focused update—not a complete rewrite—intended to better align zoning with Compton’s long-term vision. The process includes research, public review, and opportunities for community input, ensuring the revised code reflects the City’s goals while remaining practical and easy to use.


Draft Zoning Sections

The City of Compton is preparing updates to its Zoning Code (Chapter 30 of the Municipal Code) and the Zoning Map to reflect current planning goals, streamline regulations, and support new development opportunities. The draft sections address a full range of topics, including zoning definitions; residential, commercial, and industrial zones; mixed-use and accessory dwelling units; off-street parking; lot consolidation and density bonus incentives; reasonable accommodations; emergency shelters; open space and public facilities; general regulations; and conditional use permit standards.

The accompanying Draft Zoning Map illustrates the proposed zoning designations across the City. These drafts are intended to provide transparency and invite community review and feedback as the City works to modernize its zoning framework.

Community Workshop: Proposed Zoning Code and Zoning Map Updates

The City of Compton hosted a Community Workshop on Wednesday, October 22, 2025, from 6:00 p.m. to 7:30 p.m. at the Douglas F. Dollarhide Community Center, 301 N. Tamarind Avenue, Compton, CA 90220.

The workshop provided residents, property owners, and community members an opportunity to review and discuss potential changes to the Zoning Code and Zoning Map that may affect local properties. Many of the proposed revisions are designed to expand allowable uses—for example, some areas currently limited to commercial use could, under the proposed changes, also allow residential or mixed-use development (commercial + residential).

City planning staff presented the proposed updates, answered questions, and gathered valuable community feedback.

What is a Zoning Code?

A zoning code is the set of local laws that guide how land in the City of Compton can be used and developed. It divides the city into “zones” (such as residential, commercial, industrial, and mixed-use) and establishes the rules for each zone. These rules cover things like:

  • Types of Uses: What activities or businesses are allowed on a property (for example, housing, shops, offices, or a mix).

  • Building Standards: How tall or wide a building can be, how much parking is required, and how far structures must be set back from property lines.

  • Design and Compatibility: Requirements to ensure new development fits with surrounding neighborhoods and supports community goals.

The zoning code helps shape how Compton grows, balancing opportunities for new housing and businesses with the character and needs of existing neighborhoods.
