Compton General Plan 2045 Moves Forward to City Council

Following an August 12 public hearing, the Compton Planning Commission recommended approval of the General Plan 2045 and related actions. The City Council will consider final adoption at a public hearing on September 15, 2026.
Planning Commission Recommends Approval
On August 12, 2026, the City of Compton Planning Commission held a public hearing on the Compton General Plan 2045 Update, 2021–2029 Housing Element Update, associated zoning changes, Accessory Dwelling Unit (ADU) Ordinance Update, and Final Environmental Impact Report (EIR).
The General Plan 2045 establishes Compton’s long-term vision and policy framework for growth and development through 2045. The related Housing Element and zoning amendments address State housing requirements and update the City’s land use and development regulations to implement the General Plan.
During the hearing, the Planning Commission received a presentation from the City’s consultant, MIG, outlining the General Plan Update process, proposed land use and zoning changes, Housing Element, and environmental review. Commissioners also considered written correspondence, heard public testimony, asked questions of staff and the consultant team, and discussed the proposed actions.
Following the public hearing and deliberations, the Planning Commission adopted resolutions recommending that the City Council approve the General Plan 2045 and related actions, including:
- Certifying the Final Environmental Impact Report (State Clearinghouse No. 2024050160) and adopting the associated Mitigation Monitoring and Reporting Program, Findings of Fact, and Statement of Overriding Considerations;
- Adopting the Compton General Plan 2045 (GPA 23-001);
- Adopting the 2021–2029 Housing Element (GPA 23-001);
- Adopting the Change of Zone (COZ 25-001);
- Adopting the Zoning Text Amendments (ZTA 25-001); and
- Adopting the Accessory Dwelling Unit Ordinance Update (ZTA 25-001).
Modification to the Zoning Text Amendment
As part of its recommendation, the Planning Commission supported a modification to the proposed Zoning Text Amendment allowing certain existing State-permitted industrial operations to continue at their current locations. The modification will be presented to the City Council for consideration on September 15, 2026.
City Council Public Hearing – September 15
The next step is consideration by the Compton City Council, which is the final decision-making authority for the General Plan 2045 and related actions.
The City Council will hold a public hearing on Tuesday, September 15, 2026, to consider the Planning Commission’s recommendations, receive additional public comments, and consider final action on the General Plan 2045, Housing Element, zoning amendments, ADU Ordinance Update, and Final EIR.
Members of the community are encouraged to participate and provide comments as the City Council considers this important long-term planning effort for Compton.
