City Council Public Hearing on the Compton General Plan 2045 Update

The City of Compton City Council will hold a public hearing on September 15, 2026, beginning at 5:30 PM in the City Council Chambers, 205 S. Willowbrook Avenue, to consider final action on several major planning initiatives that will guide the City’s growth and development through 2045.

Following review and recommendation by the Planning Commission, the City Council will consider the following actions:

  • Certify the Final Environmental Impact Report (State Clearinghouse No. 2024050160) and adopt the associated Mitigation Monitoring and Reporting Program, Findings of Fact, and Statement of Overriding Considerations.
  • Adopt the Compton General Plan 2045 Update (GPA 23-001), establishing the City’s long-term framework for land use, mobility, economic development, public facilities, parks and open space, environmental resources, public safety, environmental justice, and other community priorities.
  • Adopt the 2021–2029 Housing Element Update (GPA 23-001), addressing the City’s housing needs and applicable State housing requirements.
  • Adopt the Change of Zone (COZ 25-001) to implement the proposed General Plan and Housing Element land use changes.
  • Adopt the Zoning Text Amendments (ZTA 25-001) to update the Development Code and maintain consistency with the General Plan and Housing Element.
  • Adopt the Accessory Dwelling Unit (ADU) Ordinance Update (ZTA 25-001) to maintain consistency with current State law.

The City Council is the final decision-making authority for these actions. The public hearing will provide an opportunity for interested residents, property owners, businesses, and other members of the public to provide comments before the City Council considers final action.
